| .:: Essential Job Duties: | ||||||
| Team Subject Matter Expert (SME) participating in the process of transforming and modernizing the Georgian Armed Forces. Principal point of contact for senior officials of the Georgian Ministry of Defense, Joint Staff and Major Subordinate Headquarters for the conceptual and organizational development of a NATO-compatible military resource management, acquisition and procurement system. The candidate's principal responsibilities will include supporting implementation of the Georgian Planning, Programming and Budgeting System including a costing system for budget estimating and analysis; development and implementation of a Georgian Defense Acquisition Management System; and, providing support to the Ministry of Defense Procurement Department. These duties will include providing advice and support to the hiring of qualified candidates to fill resource management positions as well as functional training for these personnel. Responsibilities will also include the development and implementation of fundamental resource management concepts and doctrines including but not limited to requirements determination, procurement, resource management and fiscal controls. The candidate will be the principal mentor to the Georgian resource management planners and executors throughout the MOD, required to provide expert advice in both a formal and informal manner, including the preparation and conduct of resource management related training to senior civilian and military leadership. | ||||||

| Must be articulate in both written and verbal communication. Must be able to impart complex concepts in an understandable manner. Applicant selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information. Must be able to travel unassisted to US and Foreign locations. Must be able to move, carry and operate personal computer equipment and related material. | ||||||
| .:: Education/Experience Requirements: | ||||||
| Must have been a senior officer (LTC, COL) with long and detailed experience in military contracting, purchasing, acquisition and resource management. NATO experience is a plus. Command in a contracting (eg., DCMA) or logistics billet is desirable. Experience with the formulation of defense related acquisition plans, directives and standard operating procedures (SOPs) is required. MS/MA is desired. SSC graduation is highly desirable. Acquisition certification strongly desired; however, in lieu of certification, demonstrated expertise is required. | ||||||
